Same goalposts every year. Legal and financial scores are held at their single readings, so change comes from governance, social and labour statistics, firm demography and early-stage entrepreneurship.

North Macedonia was the SEI pilot. The 2020 pilot, which included the survey of social enterprises, scored 45.3; the provisional Diamond scores 56.5. Most of the gap is financial (39.0 in the pilot against 74.9 now): the provisional score records whether funding lines exist, while the pilot also asked enterprises whether they could reach them.
