An interactive map of social-entrepreneurship ecosystem conditions across the EU, the Western Balkans, the Eastern Partnership and EFTA.

A provisional SEI Diamond scores all 45 countries on the five dimensions from the 40 live indicators; compare any country with others or with regional averages below the ranking. The governance layer (2013–2024, WGI + Freedom House) and the economic-freedom layer (2020, Heritage Index of Economic Freedom) cover all 45 countries across the political, economic, legal, institutional and financial dimensions. Poverty, deprivation, inequality, youth labour-market and business-demography indicators come from Eurostat, up to 2025, with World Bank and ILO figures filling gaps outside the EU. Regulation, legal efficiency, auditing, shareholder governance, graduate skills and SME finance come from the last WEF Global Competitiveness Report (2019); budget transparency from the 2023 Open Budget Survey; entrepreneurship from the Global Entrepreneurship Monitor. The SE policy & legal framework layer (end-2025) codes the 2025 SEAP Mid-Term Review national reports for 26 EU member states and desk-codes the other 19 countries against the same rubric, alongside the national experts’ own scores of how well the EU action plan fits each country.
