Beyond Europe: ten countries
Argentina, Brazil, Cameroon, Côte d'Ivoire, Egypt, Morocco, Paraguay, Senegal, Tunisia and Uruguay are scored on the same indicators, method and goalposts as the 45 European countries, so their scores read on the same scale. They are indicative: they are not part of the ranking, and some indicators are missing or capped for them, as set out below.

How to read these scores
Each indicator is scored against European goalposts, so a score says how a country’s value compares with the range found across Europe, not with its own region. The coverage and the policy coding follow the rules of the 45; the points below are what differs.
- Not covered. No comparable source covers severe material and social deprivation (2.1.1), at risk of poverty or social exclusion (AROPE) (2.1.2), firm birth rate (2.2.2), firm death rate (2.2.3) and survival rate of new enterprises (2.2.4) for any of the ten; these indicators are left out and their sub-dimensions rest on the rest.
- Beyond the European range. Goalposts are the 5th and 95th percentiles of the European panel, so values outside it are capped at 0 or 100: Investment (gross fixed capital formation): Brazil, Argentina, Uruguay, Senegal, Morocco, Tunisia and Egypt; Early-stage entrepreneurial activity (TEA): Brazil, Argentina, Uruguay, Cameroon, Senegal, Tunisia and Egypt; Inequality (Gini coefficient): Brazil, Argentina, Paraguay, Uruguay and Cameroon; Tertiary education enrolment (gross ratio): Cameroon, Côte d'Ivoire, Senegal, Tunisia and Egypt; Youth unemployment rate (15–24): Cameroon, Côte d'Ivoire, Senegal and Tunisia; Unemployment rate: Côte d'Ivoire and Senegal; Young people not in employment, education or training (NEET): Senegal. Differences beyond the range do not show.
- EU funds (5.1.1) are read as EU external-action funding, as for the Western Balkans and the Eastern Partnership.
- Ease of getting credit (2.2.6) uses the World Bank Doing Business 2020 score behind the Global Innovation Index indicator.
The policy criteria of the ten were coded from public sources and re-checked before release: 128 answers re-checked, 31 changed; 26 answers remain of low confidence. Each answer, with its evidence and source, is on the country profile.
